Program for Education, Health and Food in Mexico Essay The United Nations formulated global targets to be attained by all nations which are referred to as millennium development goals (MDGs), which need to be met by 2015. This is the foundation for the major development agendas set by separate nations in the world today that all are geared towards these goals. For instance these goals includes poverty and hunger reduction, universal primary education, equitable access to all levels of education and a reduction in maternal and child mortality (Behrman Sengupta, 2001, p. 45). Therefore in order these targets to be achieved globally, they ought first to be achieved by the individual nations as units making the globe. This therefore calls for the commitment of nations geared towards implementing multi sectoral strategies of these individual nations in the whole world to attain these MDGs which bears the common good to the majority. In this connection, Latin America is not an exception to the global programs. In this regard, Latin America established five conditional cash transfers programs aimed at reducing poverty and to increase human capital in form of education, (Cardoso Souza, 2003, p. 23) health and nutrition in order to contribute to the attainment of the United Nations development targets set by the year 2015 in the globe (Coady Parker, 2004, p. 178). These programs include Bolsa Escola program (which provides school grants), Programme for the Eradication of Child Labour in Brazil, the Families in Action program in Colombia, the Social Protection Network in Nicaragua, and Oportunidades program in Mexico. However this term paper shall give focus to the Oportunidades program in Mexico (Cardoso Souza, 2003, p. 63). Concepts of Conditional cash transfers The concepts of CCT (Conditional cash transfers) are new development programs adapted by nations as a result of global development challenges. The approach of CCTs are adapted with an aim to foster human capital accumulation among the young generation in order to break inter-generational vicious poverty cycle in the modern generation (ECLAC, 2002, p. 82), so that tomorrow world can have a poverty free generation with reduced social crisis. Therefore CCTs involves providing and availing money to poor families conditional upon investments in human capital such educating children, improving the health through creating health centrers close to the people and nutritional aspect (Coady Parker, 2004, p. 23). This is done through the use of the demand-side interventions to support directly the beneficiaries as opposed to traditional supply-side mechanisms like provision of general subsidies or investments in health providers of social services or health facilities and centrers or schools. In this regard therefore Conditional Cash Transfers programs targets at improving children’s human capital. Which is similar to the case of Latin America and Mexicos Programa de Educacion, Saludy Alimentacion (PROGRES) (Behrman Sengupta, 2001, p. 131). However in order to analyse the conditional cash transfers, the analysis should be based on the new approach to social protection, that encompasses risk management approach that is aimed at enhancing human capital and defeating poverty in the longer term plans (Attanasio Gomez Heredia Vera-Hernandez, 2005, p. 5). For instance the social risk management strategy indicates that individuals, households and communities are exposed to multiple risks in their environment. Thus Poverty translates to greater vulnerability of the poor community, simply because poor people in the community or society usually are limited to access to instruments that are necessary for risk management (Behrman Sengupta, 2001, p. 213). In addition poor sect of society or community are always poorly prepared to cope with crises whenever they occur. For example the poor sect would handle a financial crisis using an informal method and approach like taking their children out of school and keeping them at home, which is insufficient approach to crisis management. This way of handling crises results to irreversible loss of human capital and perpetuated intergenerational poverty cycle that becomes hard and difficult to reduce (Cardoso Souza, 2003, p. 141). In this respect the social risk management model uses three functions that are vital for the public policies. This includes the prevention, mitigation and coping, which embraces the long term benefits and reduced consequences. Therefore, it ends up helping benefiting people living in structural poverty, people who are just above the poverty line and groups with special needs in the society. Therefore, the CCTs approach is rooted from the concept of social protection as human capital investment that holds that poverty is reproduced across human generations due to a lack of investment in human capital (Behrman Sengupta, 2001, p. 63). In this respect CCTs approach is more effective than the traditional approach, since it incentivizes this human capital investment by attaching conditions to transfers to produce desired results to the community and world at large. The use of CCTs in education ensures that opportunity cost of education is reduced hence reinforces the income effect of the transfer in such a way that school attendance and child labour is not as a substitute to income effect. This is aided by implementation regulations such as compulsory attendance of school by children with income substitution to enhance its impact. In this case when the children spend much time in school they would not consume as much resources as they would consume when are at home. Hence in terms of conditional cash transfers it implies that,there will be a minimum transfer amount needed to produce incentives 0 to send children to school (Attanasio Gomez Heredia Vera-Hernandez, 2005, p. 56). Therefore, this ensures that the saved resources are put to development agendas that will enhance wealth creation and more investment realization. The program was created in the year 1997 by Mexican Federal Governments as a strategy to support rural families in extreme poverty to alleviate from those poor conditions (Cardoso Souza, 2003, p. 39). But the name changed to Oportunidades meaning Opportunities that was extended to urban populations by president Fox in the 2001. This program uses the conditional cash transfer concept within Latin America and its design marks a significant shift in social services provision in Mexico today. The guiding principles that the program uses to work are; targeting, intersectorality, empowerment of women and shared responsibility. The program was created for the purpose of increasing the capabilities of families that live in extreme poverty by investing in human capital in Mexico (Attanasio Gomez Heredia Vera-Hernandez, 2005, p. 42). This goal has three main objectives which includes education, health and nutrition. This is because the three component are dependent of each other. For instance, education will enhance technological development in the health and food production sectors to handle diseases and agricultural areas respectively, while education can not continue and progress within the environment that is infested by diseases and poor health as a result of malnutrition. Both components, if they are not balanced, can result to poor productivity in the economy and society. In this connection, the following section shall look at these three components Educational component The payments that concerns educational expenses are made to families with children under the age of 18 who are enrolled in school between the first year of primary education and the third year of secondary school. But in order to create and initiate incentive for families to invest in human capital, payments are conditional to children attending school. In addition, if a child has a non-attendance rate of over 15 percent in one academic month without a valid reason, the family does not receive the assistance that concerns education. By doing so, the government ensures that great emphasis is laid to education and eliminates unnecessary laxity in the implementation process, by involving parent to monitor their children and educationalists to keep updated record which the government uses to allocate payments to parents hence, each stakeholder participates in the process (Calde Coady, 2004, p. 272) . The amount of money that is transferred are set basing on the additional income the children would be fetching to the family if the child would be working and not attending to school. The payment rises with an increase in the age of a child. However, this is schemed higher for girls at secondary level (ECLAC, 2002, p. 71) . This is to encourage a girl child education like many parts of the world today do. In addition to regulation of the payment, the pay is designed to be inflation concious that prevents falling of value. In general, the grant is dependant on the enrolment and school attendance. While, the grant covers both direct costs required like school fees, school supplies, transportation and the opportunity costs as a result of attending school in Mexico (Davis, 2003, p. 30). Health component In relation to the health component Oportunidades program invokes the provision of primary health care to all members of the family, this to cultivate an enabling environment for the leaner to able attended to well. The health services are provided at clinics, dispensaries and health centrers which are operated and run by Instituto Mexicano del Seguro Social (Mexican Social Security Institute) and the Secretariat of Health (Davis, 2003, p. 128). These grants are targeted to newborn children of about 2-3 years of age (ECLAC, 2002, p. 129), hich may continue up to the time the children enrols in primary school level. In addition to the that, pregnant and lactating women are included in the program. This component consists of a cash transfer aimed at health care, nutrition education and food consumption that benefits mothers and children. The transfer is on the basis of compliance by participating household members with a pre-determined number of health centre visits and health and nutrition workshops which are attended, this ensures a full participation in the process and community unity (Gertle, 2000, p. 61). The children’s health care visits are linked to growth monitoring and vaccination protocols that needs to be observed by mothers. This ensures that, the health standards are maintained by citizen which forms a healthy nation. In addition to that, Health Care visits for pregnant and lactating women ensures appropriate prenatal, childbirth and puerperal care (Calde Coady, 2004, p. 76) through attending clinical check-ups once or twice per year in Mexico. This health component ensures that the societys well being is taken into account therefore, this will translate to good education involvement and participatory. Therefore health component indirectly or directly promotes and support education. Nutrition component The grant provided is directed towards providing money to improve food consumption and availability, especially to children below age of 4 months to 2 years (Gertle, 2000, p. 232), weaned babies and breastfeeding mothers. This package is inclusive of children aged above the age of 2 years to 5 years who are at risk of malnutrition or those who are poorly nourished (ECLAC, 2002, p. 223) in the society. The condition to continue and get the grants is based upon ability to visit the health clinics regularly, in this way, the population continues to be updated on the health prevention and cure methods while the government gets the required statistics that are vital for planning and fighting infections to its citizens. It should be noted that the nutrition and health voucher as equivalent to the value of the time invested by the mother during the trip and waiting at the health centre to to get health services (Calde Coady, 2004, p. 267). For instance, the statistics indicate that health grant per beneficiary per month was set at the same level as the education transfer of about US$9, which is twice the monthly expenditure per person on health care and medicine costs.

Steganography, poor cousin of Cryptography is the art of hiding messages inside other messages such that the very existence of the message is unknown to third party. The goal of cryptography is to make data unreadable by a third party, the goal of Steganography is to hide the data from a third party Through the use of advanced computer software, authors of images and software can place a hidden trademark in their product, allowing them to keep a check on piracy. This is commonly known as watermarking. Hiding serial numbers or a set of characters that distinguishes an object from a similar object is known as finger printing. Together, these two are intended to fight piracy. The latter is used to detect copyright violators and the former is used to prosecute them. But these are only examples of the much wider field of Steganography. The cover data should not be significantly degraded by the embedded data, and the embedded data should be as imperceptible as possible. The embedded data should be as immune as possible to modifications from intelligent attacks or anticipated manipulations. Thus it is necessary that the hidden message should be encrypted. 1. Introduction Synopsis Encryption of data plays a vital role in the real time environment to keep the data out of reach of unauthorized people, such that it is not altered and tampered and sending the in audio format is most secured way to transfer the data through the network. The Audio Steganography is software, which tries to alter the originality of the file into some encrypted form and embed the file into an audio file. Then the users can easily and securely carry the compressed data wherever he wants. The major task of the Audio Steganography is to provide the user the flexibility of passing the information implementing the encryption standards as per the specification and algorithms proposed and store the information in a form that is unreadable. The Application should have a reversal process as of which should be in a position to de embed the data file from audio file and decrypt the data to its original format upon the proper request by the user. While the Encryption and Decryption is done the app lication should confirm the standards of authentication and authorization of the user. The Entire application should strive to achieve a user friendly Graphical User Interface, which need to be in a self-learning mode for the end user. The System Should provide all the functional standards of proper navigation with in the environment, which makes it possible for the users to have a smooth flow while working under the environment. The Overall system should provide proper menu based navigation for easier navigation and operation. The Application should be designed in such a way that, as soon as it starts create a Buffer and associate this buffer to some homogeneous data environment, the application should ask the user for the Encryption Key details and should start its functionality upon the logistics that are provided with in this key. The key should be designed in such a way that it prevents the unauthorized persons from stealing the information at any point of time. This is some part of securing the data from third party people. And the other way of securing the data is using Steganography in which embedding the encrypted file in to a audio file. If any one track that file they only see the audio file not the data. The application of De-embedding, Decryption and de compress should be a reverse process at the other end and should be translated only when the receiver of the data applies the proper reversal key. The Decryption process should have a log-based methodology that will take care of any errors that may be encountered while the system is under utilization and should record all those events, which are above the general standards of security. This system basically uses the Blowfish encryption algorithm to encrypt the passwords. This algorithm is a 64-bit block cipher with a variable length key. This algorithm has been used because it requires less memory. System Analysis Feasibility Study Fact Finding Techniques In this system we are going to develop a facility to a user that he will not face any difficulty at the time of usage like data missing, one way contacts, one view contacts. As we are developing this system with an encoding technique of images the user will not be bothered on which camera support is using, as well in sound. As we are maintaining one technique of speed controlling the frame relay will not be a problem for the user like over speed display, hanged display. 3.1 Feasibility Study A feasibility study is a high-level capsule version of the entire System analysis and Design Process. The study begins by classifying the problem definition. Feasibility is to determine if its worth doing. Once an acceptance problem definition has been generated, the analyst develops a logical model of the system. A search for alternatives is analyzed carefully. There are 3 parts in feasibility study. 3.1.1 Operational Feasibility: Question that going to be asked are Will the system be used if it developed and implemented. If there was sufficient support for the project from the management and from the users. Have the users been involved in planning and development of the Project. Will the system produce poorer result in any respect or area? This system can be implemented in the organization because there is adequate support from management and users. Being developed in Java so that the necessary operations are carried out automatically. 3.1.2 Technical feasibility Does the necessary technology exist to do what is been suggested Does the proposed equipment have the technical capacity for using the new system? Are there technical guarantees of accuracy, reliability and data security? The project is developed on Pentium IV with 256 MB RAM. The environment required in the development of system is any windows platform The observer pattern along with factory pattern will update the results eventually The language used in the development is JAVA 1.5 Windows Environment 3.1.3 Financial and Economical Feasibility The system developed and installed will be good benefit to the organization. The system will be developed and operated in the existing hardware and software infrastructure. So there is no need of additional hardware and software for the system. Existing and Proposed System 3.2 Existing System In the traditional architecture there existed only the server and the client. In most cases the server was only a data base server that can only offer data. Therefore majority of the business logic i.e., validations etc. had to be placed on the clients system. This makes maintenance expensive. Such clients are called as fat clients. This also means that every client has to be trained as to how to use the application and even the security in the communication is also the factor to be considered. Since the actual processing of the data takes place on the remote client the data has to be transported over the network, which requires a secured format of the transfer method. How to conduct transactions is to be controlled by the client and advanced techniques implementing the cryptographic standards in the executing the data transfer transactions. Present day transactions are considered to be un-trusted in terms of security, i.e. they are relatively easy to be hacked. And also we have to consider the transfer the large amount of data through the network will give errors while transferring. Nevertheless, sensitive data transfer is to be carried out even if there is lack of an alternative. Network security in the existing system is the motivation factor for a new system with higher-level security standards for the information exchange. 3.3 Proposed System The proposed system should have the following features. The transactions should take place in a secured format between various clients in the network. It provides flexibility to the user to transfer the data through the network very easily by compressing the large amount of file. It should also identify the user and provide the communication according to the prescribed level of security with transfer of the file requested and run the required process at the server if necessary. In this system the data will be send through the network as a audio file. The user who received the file will do the operations like de embedding, decryption, and decompress in their level of hierarchy etc. Analysis Report 3.4 System Analysis People for long time have tried to sort out the problems faced in the general digital communication system but as these problems exist even now, a secured and easy transfer system evolved and came to be known as the Encryption and Decryption of the data and converting the file to audio format to be transferred using the cryptographic standards and Steganography. The advantages of this Audio Steganography are: High level Security Cost effective transfer In this fast growing world where every individual free to access the information on the network and even the people are technically sound enough in hacking the information from the network for various reasons. The organizations have the process of information transfer in and out of their network at various levels, which need the process to be in a secured format for the organizational benefits. If the organizations have the Audio Steganography System, then each employee can send the information to any other registered employee and thus can establish communication. The audio file that the employee sends reaches the destinations within no time in an audio file format where the end user need to de embed the file, decrypt it and de compress and use for the purpose. The various branches of the organization can be connected to a single host server and then an employee of one branch can send files to the employee of another branch through the server but in a secured format. System Design 4. System Design The System Design includes the maintenance of the secure file transfer service with a prescribed encryption format and split at the interested level of encryption, and embed process and the receiving service at the other end with de-embed and decryption process. The design also includes the provision of facility to the user to manipulate the concerned information according to his personal use and communication process. The design also needs to provide the communication channel to the user to communicate with other registered users through the mailing services in a reliable and secured format. Authorization and authentication services are preferred most for this purpose. The System Design includes the maintenance authorization services, File and directory services with a prescribed encryption format at the interested level of encryption and the receiving service at the other end with decryption process. The design also includes the provision of facility to the user to manipulate the concerned information according to his personal use. The design of Audio Steganography system, basically involve the interface architecture, Security services, and communication system. In the interface design we involve with the design of the user interface with GUI standards and a proper navigation system where the user need to enter into the flow of transactions authorization services are check and further access is provided into the system. Then the user needs to select into the operations provided through the GUI where compression, encryption, embedding, de-embedding, Decryption, Decompressing and sending of the file, General information and exit are provided. Here the Encryption and decryption and services are provided connecting to the security services module where the encryption and decryption are carried out using the cryptographic standards implementing the Blowfish algorithm. After the compression process is completed the user is selecting the file for encryption. After encryption of the file is completed the user is to select the file for embedding it to the audio file and sending through the network to the desired user by specifying the targeted users system IP address in the panel designed. Then the system gets connected to the targeted user and delivers the file in audio format after which the user working with the Audio Steganography software should go for the option De-Embed Files and decrypt the file by selecting the file path by which the file gets decrypted and decompress the file and is viewed on the system. 4.1 System Description The Audio Steganography system is designed basically in four different modules they are GUI module, Compression Module, Security System module, Steganography Module, Connection Manager Module. GUI Module basically deals with the design of the interface which include the service of providing the user with the flexibility of accessing the file system and selecting the required file for the transfer. It should also provide the system to collect the information from the user to check the authorization in providing the access to the file system. The interface is also to consider the design, which include the services of sending and receiving of the files with encryption and decryption standards. The Compression module basically deals with the compress and decompresses the file, which is used to send the file very easily which reduces the uploading time. Security implementation module considers the implementation of the encryptions and decryption standards in transfer the files from one system to another in a distributed environment. The system design, even need to support the user to select the level of encryption he/she needs to perform depending upon the file to be transferred. The basic algorithm used in this purpose is the Blowfish where the user can enter the key depending upon level encryption he is interested. The Connection Manager deals with the architecture, which supports the system to identify the end users for the communication and establish the communication. Connection and disconnection of the communication channel between the users for the access of file system and file transfer services. The Connection Manager receives the IP address to be connected and the file to be sent then establishes the connection and transfers the file. Functional Requirements: The Modules of the system are: 1) Blowfish Algorithm Implementation Module 2) Steganography Module 3) Compression Module 4) GUI Module Blowfish Algorithm: Blowfish is a block cipher that encrypts data in 8-byte blocks. The algorithm consists of two parts: a key-expansion part and a data-encryption part. Key expansion converts a variable-length key of at most 56 bytes (448 bits) into several sub key arrays totaling 4168 bytes. Blowfish has 16 rounds. Each round consists of a key-dependent permutation, and a key- and data-dependent substitution. All operations are XORs and additions on 32-bit words. The only additional operations are four indexed array data lookups per round. Sub keys: Blowfish uses a large number of sub keys. These keys must be precomputed before any data encryption or decryption. The P-array consists of 18 32-bit sub keys: P1, P2,, P18. There are also four 32-bit S-boxes with 256 entries each: S1,0, S1,1,, S1,255; S2,0, S2,1,..,, S2,255; S3,0, S3,1,, S3,255; S4,0, S4,1,..,, S4,255. Encryption and Decryption: Blowfish has 16 rounds. The input is a 64-bit data element, x. Divide x into two 32-bit halves: XL, xR. Then, for i = 1 to 16: XL = XL XOR Pi xR = F (XL) XOR xR Swap XL and xR After the sixteenth round, swap xL and xR again to undo the last swap. Then, xR = xR XOR P17 and XL = XL XOR P18. Finally, recombine xL and xR to get the cipher text. Function F looks like this: Divide XL into four eight-bit quarters: a, b, c, and d. Then, F (xL) = ((S1, a + S2, b mod 232) XOR S3, c) + S4, d mod 232. Decryption is exactly the same as encryption, except that P1, P2, P18 are used in the reverse order. Generating the Sub keys: The sub keys are calculated using the Blowfish algorithm: 1. Initialize first the P-array and then the four S-boxes, in order, with a fixed string. This string consists of the hexadecimal digits of pi (less the initial 3): P1 = 0x243f6a88, P2 = 0x85a308d3, P3 = 0x13198a2e, P4 = 0x03707344, etc. 2. XOR P1 with the first 32 bits of the key, XOR P2 with the second 32-bits of the key, and so on for all bits of the key (possibly up to P14). Repeatedly cycle through the key bits until the entire P-array has been XORed with key bits. (For every short key, there is at least one equivalent longer key; for example, if A is a 64-bit key, then AA, AAA, etc., are equivalent keys.) 3. Encrypt the all-zero string with the Blowfish algorithm, using the sub keys described in steps (1) and (2). 4. Replace P1 and P2 with the output of step (3). 5. Encrypt the output of step (3) using the Blowfish algorithm with the modified sub keys. 6. Replace P3 and P4 with the output of step (5). 7. Continue the process, replacing all entries of the P array, and then all four S-boxes in order, with the output of the continuously changing Blowfish algorithm. In total, 521 iterations are required to generate all required sub keys. Applications can store the sub keys rather than execute this derivation process multiple times. Steganography: Steganography is art of hiding information in ways that prevent the detection of hidden messages. Steganography derived from Greek, literally means Covered Writing. It includes a vast array of secret communications methods that conceal the messages very existence. Theses methods are including invisible inks, microdots, character arrangement, digital signature, and covert channels and spread spectrum communications. In this technology, the end user identifies an audio file, which is going to act as the carrier of data. The data file is also selected and then to achieve greater speed of transmission the data file and audio file are sent. Prior to this the data is embedded into the audio and then sent. The image if hacked or interpreted by a third party user will open up in any audio player but not displaying the data. This protects the data from being invisible and hence is secure during transmission. The user in the receiving end uses another piece of code to retrieve the data from the audio file. The module deals with identifying the hidden data in the audio file. The module receives the audio file that is then browsed to remove the associated data. The data is then removed from the audio file. Compression and Decompression: Compression reduces the average code length used to represent the symbols of an alphabet. Symbols of the source alphabet, which occur frequently, are assigned with short length codes. The general strategy is to allow the code length to vary from character to character and to ensure that the frequently occurring character has shorter codes. We use utility package for compression. This technique maps arbitrary input into printable character output. The form of encoding has the following relevant characteristics. The range of the function is a character set that is universally re-presentable at all sites, not a specific binary encoding of that character set. Thus, the characters themselves can be encoded into whatever form is needed by a specific system. For instance, the character E is represented in ASCII system as a hexadecimal 45 and in EDCDIC- based system as hexadecimal- c5. The character set consists of 65 printable characters, one of which is used for padding. With 2^6 = 64 available characters, each character can be used to represent 6 bits of input. No control characters are included in the set. Thus, the message encoded in Radix-64 can traverse mail-handling system. That scans the data stream for control characters. The hyphen character - is not included. Graphical User Interface: This project is developed using graphics in java swings. The options available are displayed in a menu format, like in an online editor. Clicking on any particular menu item through mouse or through keyboard a dropdown menu is displayed, listing all the options available under that menu item and the user can select the needed actions according to their wish. That is, in its standard form, the JVM is an interpreter for byte code. Translating a Java program into byte code helps makes it much easier to run a program in a wide variety of environments. The reason is, Once the run-time package exists for a given system, any Java program can run on it. Impact of Air Pollution to the Environment in Malaysia 1.0  Introduction Health impact assessment (HIA) is the process of evaluating the possible impact of a biological, chemical, physical or social factor on specific human population system under a fixed environment and for certain duration. (HIA) is an important element of the environmental impact assessment process, which has been considered compulsory for all approved activities under the Environmental Impact Assessment Order, 1987, which comes under the umbrella of the Environmental Quality Act, 1974. Although all involved HIA consultants are registered under the EIA Consultant Registration Scheme, their HIA conduct in Malaysia is not consistent with the requirement. Therefore, introduction of a guidance document is a needed to make all HIA practice is more consistent with the enforcement. The aim of the Guidance Document on HIA is to provide information to all stakeholders such as consultants, industries, government agencies and the public on the assessment of health impacts from a project developme nt. Minister of Natural Resources and Environment was empowers under section 34A of the Environmental Quality Act, 1974 to perform prescribe any activity which may have substantial environmental impact in Malaysia. 2.1  The purpose of Health Impact Assessment (HIA) Process The purpose of HIA process is to evaluate the potential development need to conduct an HIA for the project. HIA may not require for all development projects in Malaysia. As detailed in EIA, HIA is not required unless it can be objectively debated that an HIA is not give significant effect to the particular project. Referring to the previous project history and the known outcome of the prescribed activities of the projects record will describe the requirement of HIA for a particular project. However, the project not listed in HIA database listing are must be screened for the need to undergo an HIA. A screening checklist is has been developed to assist the Project Initiators and the Department of Environment in screening potential projects or prescribed activities that would require an HIA. 2.2  The scope of Health Impact Assessment (HIA) Process Health impact assessment (HIA) is becoming an important tool for assessing the health impacts of policies, programmes and projects. There are several guidelines on HIA, both general and specific procedure that has been published to describe the requirements. The aim of this â€Å"Guidance Document† is to specifically address requirement of the assessment. The application of HIA has been mainly in the framework of an EIA study in Malaysia. However, due to lack of official guideline on its implementation, many methodologies and formats have been engaged by HIA consultants resulting in inconsistency in the HIA. Therefore, the scope of HIA is to prevent the health impacts that may arise from a project development. HIA not only developed to help avoiding unnecessary difficulties of negative health impacts but also preventing a health effect in which certainly less cost effective than treating them. 2.3  The assessment of Health Impact Assessment (HIA) Process Risk reduction is a process of risk management and it required to be assessed before an initiative to minimize the risk can be taken. The goal of health risk assessment process is to identify, define the risk and subsequently is to assess the risk exposure to the surrounding. The risk can be adequately assessed and categorised from the information obtained from hazard and exposure and Health Impact Assessment and it can also be defined as an organisational approach. Health risk assessment is applied for the assessment of health hazards from the environment. There are two methods to assess the health risk exposure, namely the quantitative and qualitative health risk assessment. A numerical measure of the risk or safety of a chemical exposure is derived from the quantitative risk assessment. The generated numerical measure value of the risk is than compared with the guideline or a defined acceptable risk level. There are two categories of risks being assessed when performing a quantitative risk assessment, namely non-carcinogenic and carcinogenic health risk and it is the preferred assessment for HIA in Environmental Impact Assessment (EIA) whenever this is applicable. DOE (2009) A qualitative risk assessment simply characterises or compares the hazard of a chemical relation to each other’s or describes the hazard in only qualitative terms, such as mutagen or carcinogen, which predicts certain risk or safety procedures measures may not require a numerical assessment or quantitative risk assessment. Some health risk related with contagious diseases may not fit well to quantitative risk assessment due to the nature of the risk. Therefore, a qualitative risk assessment may only be the assessment method whenever it is possible to execute based on the requirement. As quoted in National Academy of Sciences (1996), â€Å"quantitative risk assessment can be defined as the classification of the potential adverse health effects of human exposures to environmental hazards†. The risk assessment contains four steps, which consist of hazard identification, dose-response assessment, exposure assessment and risk classification. The use of quantitative health ri sk assessment is mostly limited to the assessment of chemical hazards. Biological and physical hazards do not fit well to quantitative assessment where in such cases, qualitative assessment should be applied for the purpose. DOE, (2009) 3.0  Open burning activity According to Environmental Quality Act 1974 (Act 127) any burning conducted in such a manner that combustion air is not efficiently controlled and that combustion products are not vented through a stack or chimney, including but not limited to burning conducted in open outdoor fires, common burn barrels and backyard incinerators is define as open burning. The burning is typically conducted using burn barrels, separated pits, backyard burners, and pilling up of refuse, trash, yard trimmings or leaves also considered into this category. Datuk Law Hieng Ding, DOE (2000) 3.1 Causes of open burning i)  Jungle fire Jungle fire fires and the resultant smoke-haze are somewhat new experiences to Malaysia. The problems are seemed to be intensely increasing and repeated occasionally. Under normal circumstances, the unexplored jungles of Malaysia will not catch fire easily and even if it catches fire, the fire will not be spreading extensively due to the humidity that exceeds 75% and the rate of litter decomposition on the forest ground is reasonably fast. There is very little chance of the forest to catch fire unless these conditions are changed due climate changes. However, when water in these areas is drained during development projects, the ground becomes completely dry and is has high possibility to catch fire. Under these conditions the fire spreads underground and can keep burning for a long time. Some of the major reasons are caused by individuals who want to eliminate things like garbage from their backyard. There are some farmers who burn rice straws to clean their fields before replantation and preparation of agricultural plantations. These are activities that are very commonly can be seen in Malaysia. DES,(2013) 3.2 The effect of open burning The fire gives extensive damage to plants, animals, environment and the health of people surrounding the affected areas. The haze and air pollution are at a dangerous level in most of these areas and at times it reaches to intolerable and hazardous levels. Although there’s an increase in respiratory related sicknesses in the neighbourhood caused by the forest fire, the long term effects of open burning will affect mainly the health of people and is difficult to solve and is now an issue of concern in Malaysia. Besides the effect as mentioned above, open burning also disrupts the Malaysian economy and other measurable effects including reasons as quoted below. i)  Production losses. In year 1997, Malaysia reached a new urgency causing by the haze when the Air Pollution Index (API) readings reached 500ÃŽ ¼g/m3. Sarawak declared 10 days emergency state due prolongation of the haze which resulted in various production losses of economic activities. Firstly, the production losses inclusive of a reduction in growth of crops subsequent caused by reduction of sunlight. Secondly, the fishing activities reduced due to poor visibility for the fishing boats. These effects indirectly have reduced the expected profit per day of the business. Finally, the industrial and commercial activity delays in logistics and an increase the effort in cleaning and maintenance of equipment due to dust and corrosion occurrence. During this production downtime, the profits fall far away from the estimated value. The government is forced to declare a state of emergency in certain areas where the air pollution indices reached dangerous levels which may lead to serious health concerns. This action is taken in order to regulate the effect of economic crisis which in itself is expected to affect the incoming of tourists into this land. Theoretically, it can travel long distances in the air. It bio- accumulates in marine lives, birds and animals that feed on fish and sea plants. HCB is a probable human carcinogen, and based on studies, long-term and low-level exposures to HCB can damage growth of a developing baby or animal, kidney and liver damage and cause exhaustion and skin disease. Environmental service, (2013) iv) Global worming Open burning can also be the cause for global warming on earth. Numerous open burning is done by individuals who are not responsible. These activities can result in the release of carbon dioxide gas into the atmosphere and in will trap heat that originates from the earth. 3.3  Legal requirement for open burning. Government has launched an initiative to prevent and control the deterioration of air quality when the Department of Environment enforced the Environmental Quality Act (EQA 1974) Section 29A that discusses the prevention of open burning and Section 22 of the EQA 1974, section 29AA which prohibits individuals, companies or the premise of the release of pollutants air into atmosphere above the limit prescribed under the Environmental Quality Regulations EQA 1974. Datuk Law Hieng Ding, DOE (2000) a) Three main rules are enforced under Section 22 is as follows; i. Regulations Environmental Quality (Clean Air) ii. Regulations Environmental Quality (Control of Emission from Diesel engines) iii. Regulations Environmental Quality (Control of Emission from Petrol engines) b)  Exclusion from open burning â€Å"section, 29AA† The minister may declare the stop order relates to any fire, combustion or smouldering for the purpose of any activity specified in that order is not open burning as defined in and for the purpose of section 29A whenever conditions as may be specified in section 22A which exceed the specified in the order. DOE, (2014) c)  Offenses and penalties To prevent the open burning in Malaysia, the Department of Environment will take firm action against those who are involved in open burning as specified as an offense including compound of RM 2000 for each offense and court action in which the convicted will be penalised of the offense under Section 22 (3) Act and can be fined up to One Hundred Thousand Dollars (RM100,000) or imprisonment up to 5 years and under Section 29A of the EQA 1974 may which bring to a fine of up to Five Hundred Thousand Dollars (RM 500,000) or 5 years imprisonment if the charges are proven in the court. DOE,(2014) d)  Strategies to reduce open burning There are several ways to tackle the air pollution caused by open burning. i) The first step is that we need to change the mind set and attitude of our own. Most air pollution is due to the attitudes of people who are concerned with their own interests. Factory owners release toxic gases into the air because they want to make more profit and do not want to waste the money to filter gases. Therefore, we need to change the mind set and attitude of our own knowing air pollution will bring a lot of negative effects of environmental damage. ii) The second step is that the government should hold campaigns on air pollution awareness to the public. The aim is educate society about the importance of maintaining and protecting the environment. In addition, the public will be exposed to the effects, causes and measures to cope with the environment. This campaign should be held throughout so that the community will not forget the effort to protect the environment. This campaign can be provided at the school, council housing or public library and posters can also be placed in places that can be seen by the public. iii) The third step is to enforce laws and regulations. Intention to enforce the laws and regulations are parties to air pollution will be share out with in terms of the law. Factories, agricultural field that release fumes that pollute the air will be charged will be summoned. If they continue to perform these activities, the business license should be revoked. The objective is to minimize air pollution levels are lower. iv) Responsibility of community. Last but not least to the actions taken by the government and the authorities, the public must be responsible and equally protect the environment to ensure the earth is sustainable. Among the actions that can be made à ¢Ã¢â€š ¬Ã¢â‚¬ ¹Ãƒ ¢Ã¢â€š ¬Ã¢â‚¬ ¹is that to use public transport instead of private vehicles or car. On the other hand, the owner of the vehicle must ensure their vehicles do not release black smoke by taking steps to perform regular inspection and maintenance especially for the engine carburettor and fuel pump to be in good condition. The farmers are also should responsible take initiative to recycle the residual wood to transform into fertilizer or other mean of disposing waste creatively. The public can also make a complaint to the Royal Malaysian Police, Fire and Rescue Department and Local Authorities What if there is combustion of solid waste and reports can also be made to the DOE of any open burning carried out by industry and plantations. 4.0  Conclusion Health impact assessment (HIA) is the process of evaluating the possible impact of a biological, chemical, physical or social factor on specific human population system under a fixed environment and for certain duration. In conclusion, the people and the government must work together to solve the problem of air pollution. Although it cannot be eliminated overnight, but with the cooperation of various parties air pollution problems can be solved. John Donne John Donne was a writer with exceptional talent and had an intense feeling about all that he wrote. In the beginning of his life he was a charming man who , was accepted by royalty because of his personality and writing ability. Having been employed by one of the queen’s highly regarded men , he worked and associated with the high class royalty. He soon was elect ed dean of St. Paul’s Cathedral , became a famous speaker , he used the motivation of God and the church to fuel his writing. Much of Donne’s poetry was written for his wife and was very intense due to the love he felt for her. In "The Canonization" Donne tries to fight why he cannot love Anne and asks what is the matter with his love , for he sees it as true. He writes in a civil manner asking if his love has hurt anyone , if the intensity that he loves her has ever injured anyone. Never fearing what others say or do to the couple he bases the security of his life on their love. He ponders why people are worrying about their love when awful people are committing horrible acts throughout the world. He says that they are one and nothing could break them apart. Not wanting to be bothered anymore and yearning to live free with his love he wonders if people will approve and , though his love will not die , fears that the impact of the world will destroy their bond. Nurses who go through a RN program receive either a nursing certificate or an associate’s degree in nursing (ADN or ASN). Registered nurses can work in many areas and have a wide range of privileges. RNs are the most flexible when it comes to areas in which you can work. Another option is to complete a four-year program in nursing which gives you a bachelor’s Degree in Nursing in addition to an RN license. More and more facilities prefer nurses with their BSN. To obtain your BSN you can either go to a four-year college or you can obtain your RN and then go to a bridge program and obtain your BSN. After obtaining the option of nursing you desire the next step is becoming a pediatric nurse. One of the easiest ways to become a pediatric nurse is to apply to work in a site that serves pediatric patients and receive your specialized training there where you work. The hospital where I hope to work offers a 3 month intern program for new nursing graduates that include both classrooms and clinical training specifically in pediatrics. Becoming a Certified Pediatric Nurse (CPN) once you have graduated, you can also take an exam to become a Certified Pediatric Nurse. There are also special classes that address Pediatrics. These include Pediatric Advanced Life Support (PALS) through the American Heart Association, the Emergency Nurse Pediatric Course through the Emergency Nurses Association (see: www. ena. org), and Emergency Medical Services for Children.

A socialist called J. B Priestley Essay

‘An Inspector Calls’ was written by a socialist called J. B Priestley. The play was set in1912 but was written in 1945. The play is a mixture of detective/thriller and a moral mystery play. Priestley was a very strong socialist who believed that community and society were very important: ‘We are responsible for each other’. He wanted people to live equally in a welfare state together. If we don’t we will realise this in ‘fire, blood and anguish’. He made us believe this quote because two world wars had already happened by the time he had written the play. The play was set in 1912 in and Edwardian era many things were happening around this time, The sinking of the Titanic, many strikes, the suffragettes and the build up to World War 1. Priestley uses a lot of dramatic irony most of which comes from Birling’s lines when he says that ‘war is impossible’ we know that he is wrong because war has already happened. In Stephen Daldry’s National Theatre Production the set symbolises the two different aspects of the play: The Edwardian townhouse in Brumley and 1945 in the background. A scene was shown from the Blitz (when Germany kept bombing England continuously). There are sirens going off and there are people dressed in 1940’s clothes and there is the Birling’s Townhouse in the background. When they show 1912 and 1945 it gives a better perspective on the irony for a modern audience. Priestley makes people understand what the world was like before we came. Priestley puts his aim across through the characters especially the inspector because his words and speeches are very dramatic and leaves the other characters thinking about what he said because his lines have a very big impact on them. He also makes the audience feel involved because he makes it relate to something that could happen in real life. His lines also builds up tension between the characters within the family he turns them against one another by making them all believe that each and every one of them are involved with Eva Smith’s death and that they all knew who Eva Smith was. For instance when Sheila finds out the Gerald was having an affair with Eva Smith behind her back because he lies to Sheila and tells her he was working she decides that she doesn’t want to get married to him any more ‘But just in case you forget – or decide not to come back Gerald, I think you’d better take this with you’ Sheila decides to give the ring back to Gerald. The inspectors closing speech makes the characters speechless abut what he has said. Sheila, Gerald and Eric are the only ones who are affected about what the inspector has said. Mr and Mrs Birling are worried about their status and about what people would think of them if they found out what had happened they don’t learn anything at the end of the play even though Sheila tries to explain to them ‘I tell you whoever that inspector was. It was anything but a joke. You knew it then. You began to learn something then. And now you’ve stopped. You’re ready to go on in the same old way’. Mr and Mrs Birling just think that Sheila is being silly.
